Irving operates under a strong city manager form of government. The Irving City Council is comprised of a mayor and eight council members serving rotating three-year terms.

Council members and staff are committed to ensuring the city’s financial stability. Their focus has resulted in consistently receiving AAA bond ratings from both Standard & Poor’s and Moody’s Investor Services.

In 2012, the city received the Malcolm Baldrige National Quality Award—only the second municipality to receive the honor for performance excellence. The prestigious Baldridge Award is bestowed by the president of the United States and honors both public and private organizations.
